The repositories (up to two), whatever documentation exists, and — if you have them — the hosting and deploy accounts. The verdict works even when the handover was hostile or incomplete; that's most of our cases. No access to the source at all is the one thing that triggers a re-quote, because the assessment then starts with recovering it.
